Special hostile ships spawn in some faction systems with a fast impulse speed every 10-15 minutes, and carry messages. These messages can be redeemed for faction credits if you have enough reputation in an opposing faction. If you see one of these ships zipping thru the system, catch it quick, as they are only there for about 5 minutes. They are always an Interceptor. In Deep Space, the spawn rate is about every 45 minutes, but you may need to hit some hostiles before they show up.
